How is the Dutch government structured?

The Dutch state has four tiers: the national government (the Crown, the States-General, the Cabinet with its ministries and their agencies and inspectorates, the courts, and independent bodies such as ZBOs), twelve provinces, 342 municipalities, and 21 water authorities. Around them sits a semi-public shell of housing associations, schools and universities, care institutions and public broadcasters that carry out public tasks at arm's length.

What is a ZBO (zelfstandig bestuursorgaan)?

A ZBO is an independent administrative body that exercises public authority outside a ministry's direct hierarchy. Examples are UWV (employee benefits), the Kadaster (land registry), RDW (vehicles), DUO (student finance) and DNB (central bank supervision). A minister remains politically responsible for the framework, and each ZBO answers to a responsible ministry.

Who elects whom in the Netherlands?

Voters directly elect the Tweede Kamer, the Provinciale Staten, municipal councils and water-authority boards. The Eerste Kamer is elected indirectly by the members of the Provinciale Staten. Mayors and the King's Commissioners are appointed by the Crown, on the recommendation of the councils, and are never directly elected.
