Hoe deze kaart is gemaakt

De registers, de methode, en de keuzes die onderweg zijn gemaakt.

De opzet

De kaart is opgebouwd uit twee dingen: een boom met zo'n 3.400 instellingen en een lijst met de relaties ertussen, van financiering en toezicht tot benoeming en eigendom. Alles draait in uw eigen browser. Er is geen account, geen cookie en geen tracking.

De bronnen

De ruggengraat komt uit de officiële registers, de details van de instellingen zelf.

• organisaties.overheid.nl, het organisatieregister van de overheid, voor de boomstructuur van ministeries, agentschappen, adviescolleges en decentrale overheden
• het ZBO-register voor de zelfstandige bestuursorganen en hun rechtsvorm
• rijksoverheid.nl voor bewindspersonen, departementale indeling en staatsdeelnemingen
• wetten.overheid.nl voor wettelijke grondslagen
• rechtspraak.nl voor de gerechtelijke kaart
• de eigen websites van instellingen voor functiebeschrijvingen, en de ledenpagina's van G4, G40, M50, P10 en K80 voor netwerklidmaatschappen
• de Kiesraad voor zetelverdelingen

De methode

Het register leverde het skelet. Daarna is elke naamgedragen instelling langsgegaan voor een beschrijving die zegt wat ze doet, met de officiële site of het register als bron. Bij het onderzoek is AI-assistentie gebruikt, met een vaste regel: wat niet bij een officiële bron te verifiëren was, bleef leeg. Daarna volgde een tweede, vijandige controleronde die beschrijvingen en verbindingen juist probeerde te weerleggen. Wat die ronde vond, van een verouderde concessieperiode tot dubbel opgevoerde organisaties, is gecorrigeerd. Fouten zullen er desondanks nog in zitten. Onder elke detailkaart staat daarom een knop om een correctie voor te stellen.

Aannames en redactionele keuzes

• De kaart is een momentopname van het kabinet-Jetten, begin 2026. Departementale herindelingen, fusies en personele wisselingen gaan door; de kaart loopt daar per definitie op achter.
• De vier themagroepen waarin de ministeries staan (bestuur en recht, economie en leefomgeving, sociaal, buitenland en defensie) zijn redactioneel. Ze bestaan nergens officieel.
• ZBO's staan getekend bij het ministerie dat stelselverantwoordelijk is, omdat dat de sturingslijn zichtbaar maakt. Juridisch staan ze buiten het ministerie; de kaart zegt dat er ook bij.
• Sommige registerposten zijn clusters van vele kleine aangewezen instellingen onder één wet. Die hebben een leesbare naam gekregen; de exacte wettelijke aanduiding staat op de detailkaart.
• De interne opbouw van elke gemeente (raad, college van B&W, burgemeester, ambtelijke organisatie) is schematisch en voor alle 342 gemeenten gelijk getekend.
• Volledigheid volgt de registers. Een onderdeel dat ontbreekt is niet gepubliceerd; dat is iets anders dan niet bestaand.
• Buiten beeld of dun: de Europese laag, de Caribische landen van het Koninkrijk (alleen de gedeelde gerechten staan erop), en de interne structuur van het Openbaar Ministerie.

The setup

The map is built from two things: a tree of roughly 3,400 institutions and a list of the relationships between them, from funding and supervision to appointment and ownership. Everything runs in your own browser. There is no account, no cookie and no tracking.

The sources

The backbone comes from the official registers, the detail from the institutions themselves.

• organisaties.overheid.nl, the government's organisation register, for the tree of ministries, agencies, advisory councils and decentralised government
• the ZBO register for the independent administrative bodies and their legal forms
• rijksoverheid.nl for ministers, departmental structure and state participations
• wetten.overheid.nl for statutory bases
• rechtspraak.nl for the judicial map
• the institutions' own websites for function descriptions, and the member pages of G4, G40, M50, P10 and K80 for network memberships
• the Electoral Council for seat counts

The method

The register supplied the skeleton. Every named institution was then visited for a description that says what it actually does, sourced from its official site or the register. AI assistance was used in the research, under one standing rule: anything that could not be verified against an official source stayed blank. A second, adversarial pass then tried to refute the descriptions and the connections. What that pass found, from an outdated concession period to bodies entered twice, has been corrected. Errors will remain even so. Every detail card therefore carries a button to suggest a correction.

Assumptions and editorial choices

• The map is a snapshot of the Jetten cabinet, early 2026. Departmental reshuffles, mergers and personnel changes continue; the map inevitably lags them.
• The four thematic groups the ministries sit in (governance and law, economy and living environment, social affairs, foreign affairs and defence) are editorial. They exist nowhere officially.
• ZBOs are drawn inside the block of the ministry that bears system responsibility, because that makes the steering line visible. Legally they stand outside the ministry, and their cards say so.
• Some register entries are clusters of many small designated bodies under one law. These were given a readable name; the exact legal designation is kept on the detail card.
• The internal structure of every municipality (council, executive, mayor, civil service) is schematic and drawn identically for all 342 municipalities.
• Completeness follows the registers. A missing unit is unpublished, which is different from nonexistent.
• Out of scope or thin: the European layer, the Caribbean countries of the Kingdom (only the shared courts appear), and the internal structure of the public prosecution service.
